 Engineering has reviewed the plans for the Oleander Commons project submitted December 9, 2019 and offer the attached comments.

 The proposed FDC locations do not comply with the following:

-          A hydrant must be within 150' of the FDC (measured as the truck drives for practical use). It appears none of the FDC's meet this requirement unless I missed a hydrant or two.

 

-          FDC's must be within 40' of fire apparatus placement. Buildings 2 & 3 are not in compliance.

OLEANDER COMMONS [TRC Plan Review #3] TECHNICAL STANDARDS – (driveway): 1. The proposed stop sign at the eastern driveway must be located as close as practical to the intersection [MUTCD]. 2. A stop bar shall be installed at the eastern driveway making sure that mid-block crosswalk is at an even increment of a vehicle length to reduce vehicle queueing across the crosswalk. 3. Remove the warning domes shown outside the sidewalk alignment at the corner of eastern driveway, if it is not required. 4. Wheelchair ramps shall be installed at the western corner of western driveway, per NCDOT and/or City standards. Connect sidewalk with ramp. TECHNICAL STANDARDS – (crosswalk): 5. Show the pavement markings for the crosswalk at the western driveway. 6. Show an ADA ramp on both the sides of western driveway. Justify been not able to continue the sidewalk/crosswalk along the property line across the eastern driveway. OR 7. Crosswalk proposed away from an intersection is considered as a Mid-block crosswalk. Consider Marking Crosswalk proposed away from the driveway at the eastern driveway. Show all the relevant pedestrian crossing signage. [MUTCD] 8. Crosswalk should be located at a distance from a stop bar at an even increment of a vehicle length to reduce vehicle queueing across the crosswalk. 9. An advance pedestrian crossing warning sign shall be installed for the ingress traffic from Oleander Dr. The signage may be required to be installed within Oleander Dr ROW. Oleander Dr is a state maintained street so please contact NCDOT for the location of the signage, if required. 10. Show the stopping sight distance to the crosswalk for the traffic accessing this driveway from Oleander Dr. Please let me know if you have any questions or if I can be of further assistance.

OLEANDER COMMONS [TRC Plan Review #3] TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares): 1. Please show the start of the Right Turn lane for the Eastern Driveway, (Site Driveway #2). Label the length of the full storage, deceleration length and taper, per the TIA Approval for the site. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 2. Adirondack Way is shown as a street, please label the street as a Public or Private ROW. [7-9 CofW Tech Stds] 3. The proposed sidewalk is not along the ROW. Please reposition the sidewalk to the front of site driveway 2. The proposed mid-block crossing, located approximately 60’ from the ROW, may be difficult to see due to the canopy of the 40” Oak Tree and the turn lane, and result in an unsafe condition. 4. The Western Driveway does not appear to have the proper length of the Center Thru lane as specified in the TIA Approval. Please revise. TECHNICAL STANDARDS – PARKING: 5. Show a Stop Sign and Stop Bar for the connection to the Tidal Creek Co-op site.
