CAPE FEAR CENTER FOR INQUIRY PARKING LOT ADDITION [TRC Plan Review #2] TECHNICAL STANDARDS – ACCESS (driveway, sidewalk,): 1. Dimension the flares for the driveway off Shipyard Blv. 2. Since the driveway has been revised to apron style, stop bar and stop sign is not required for the driveway off Shipyard Blv. If installed, it must be in advance of the multi-use trail/ sidewalk. 3. Site plan shows a sign installed within the proposed 5’ sidewalk accessible route, north of accessible parking spaces. Please label and revise to relocate the sign outside of the route. TECHNICAL STANDARDS – PARKING: 4. Dimension parking radii and parking aisles. [Sec. 18-529(b)(2) CofW LDC] 5. Few small vehicle spaces are shown on the site plan. Please indicate the proposed small spaces in the site data. Small vehicle parking spaces shall be designated by proper signage alerting drivers to the limitation of space size. [Sec. 18-529(c)(4)(b) CofW LDC] TECHNICAL STANDARDS – Barrier Free Design: 6. The detectable warning domes shall be installed at the back and along the curb for accessible aisles. Please revise. CAPE FEAR CENTER FOR INQUIRY PARKING LOT [TRC Plan Review# 2] Initial Review Note All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 1. Please provide a tactile mat along the Multi-use Path, where the path crosses the driveway. 2. The proposed Stop Bar and Stop Sign shall not block the Multi-use Path. Please relocate Stop Bar and Stop Sign outside the crossing for the Multi-Use Path. The Stop Bar shall be located a minimum of 4’ behind the crossing. 3. As previously stated, the site must provide a sidewalk connection from the Multi-use Path to the internal sidewalk for the site. [Sec.18-185 CofW LDC] TECHNICAL STANDARDS – PARKING: 4. The site has added 87 new parking spaces. Please show the total number of parking spaces (existing and new) and increase the required and proposed Bicycle parking for school based upon the revised parking counts, in accordance with Section 18-528 of the City of Wilmington Land development Code. Add the number required and proposed to the site development data.
