For CFPUA Review Comments: A CFPUA “Commercial Plan Review/Utility Extension Review” application and two sets of the utility plans and details are to be submitted to 235 Government Center Drive, Wilmington, NC 28403 to the attention of Lorraine Furr for any project with a new commercial service or main extension. A commercial application form is attached and available on line at www.cfpua.org along with the CFPUA construction details and specifications. When your application is submitted it will be assigned to Development Services staff to review and provide comments.

Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail.Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
NCDOT:
It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact Allan Hancock, PE at 910. 251.2655. Please note additional comments may be forthcoming once coordination occurs.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, sight distance):
1. The Autoturns analysis for passenger vehicles attempting to make a right turn from the Carolina Beach Driveway show a conflict with ingress traffic and vehicles in the inner lane on Carolina Beach Road. Please show the driveway dimensions and radius of the curbing for this driveway.
2. The Waffle House sign is shown within the 46’x46’ sight distance triangle for the intersection of Cape Fear Blvd and Carolina Beach Rd. Please provide a detail showing the proposed height of the sign. [Sec.18-529(c)(3)CofW LDC] Add a note indicating that all proposed vegetation within sight triangles shall not interfere with clear visual sight lines from 30"-10'. [Sec.18-566 CofW LDC]

Sheet G1.0 (Cover & General Notes)
· If the current owner listed in the tax records, Stephen T. Williams, conveys the property to Waffle House, Inc, please update plans accordingly.
· In Utilities and Agencies table, please change City of Wilmington zip code to 28401 (28402 is for the city’s PO Box rather than physical address)
· Numbering on survey notes is not sequential.
· Site Data:
o Why does the table reference “portion of” tax parcel ID….?
o List the total amount of disturbed area proposed for the project. Please indicate the number of trees that will need to be planted on the project site based on the standard of 15 trees per disturbed acre;
Sheet C1.0 (Demolition Plan)
· Address of property to the north should be 2432 Carolina Beach Road rather than 2436 Carolina Beach Road.
Sheet C2.0 (Layout Plan)
· The legend has “concrete pvmt./sidewalk” listed twice with two different symbols. The listing with the arrow seems to indicate flow direction. If this is the case, please change legend accordingly;
· The sight triangles still appear to be drawn incorrectly. The sight distance triangles along driveways should be determined by measuring a distance of 20 feet along the side of the driveway at the property line and 70 feet along the curb line of the street. At the intersection of Carolina Beach Road and Cape Fear Boulevard, measure back 46’ from the point that would be formed by drawing a straight line out from the back of the curb of each street into the intersection and connect lines to create a triangle. I attached a mark-up of the plan for reference. I understand that this was discussed with Traffic Engineering and may have already been corrected;
· Staff understands that the owner specifically wants to keep the freestanding sign on the plan but would like to reiterate that any signage for the development will be reviewed and permitted by a separate review process with the Zoning Division.
Sheet L1.0 (Landscape)
· Include signature stamp;
· The dumpster must be screened by a non-living and living screen; please add a living screen to the plan;
· No secondary street yard is shown along Carolina Beach Road;
· Provide low buffer for protection from vehicle headlights along Carolina Beach Road pursuant to LDC 18-483;
· The trees in the sight triangle along Cape Fear Boulevard should be shifted to the east to remove them from the sight triangle. Please refer to attached plan with mark-ups for clarification;
· Street yard trees under the power lines should be lower and slow growing to reduce conflicts with the overhead power lines. Staff recommends using a Trident Maple, Sugar Maple, Star Magnolia or Chaste Tree under the power lines in the streetyard along Cape Fear Boulevard;
· Legend should note tree size by caliper inch;
· Landscape islands along Carolina Beach Road do not meet minimum of 216 square feet in size but, with the addition of some shrubbery would be acceptable and some could also be counted towards streetyard requirements. Please add shrubbery to landscape islands where feasible;
· Note referencing foundation plantings on the east side of the building lists area of building face as 621 rather than 612 square feet. Calculation for required planting is correct, though;
· Landscape legend references dwarf pittosporum (qty. 8) but landscape plan does not show same on plan; are the pittosporum used for foundation plantings meant to be dwarf? If so, please change on plan to reflect such;
Sheet L2.0 (Landscape Detail)
· Include signature stamp;
· Plant materials note 4 has a typo “prioer” rather than “prior.”
