THE POINTE AT BARCLAY STREET & UTILITY EXTENSIONS [TRC Plan Review #2]
BASE INFORMATION:
• Show all the existing driveways off Dusty Miller Way ROW on the plan.
TECHNICAL STANDARDS – NEW ROADS:
1. Curb ramps shall be installed at the corner of street type driveways (Cicero Way). Connect the ramps with sidewalks.
2. A stop sign and stop is recommended at the street type driveways off public ROW.
3. A stop sign and stop bar is required for Dusty Miller Lane at the intersection of Dusty Miller Lane and Chippenham Dr.
4. Crosswalk pavement markings across Stone Crop Dr at the intersection of Stone Crop Dr and Chippenham Dr, is not required and shall not be installed.
TECHNICAL STANDARDS – ACCESS (driveway and sight distance):
5. Driveways shall be City-standard ramp-type driveways. [SD 3-03.3 & 3-03.4 (Vertical curb) CofWTSSM]. Where no curb exists in the vicinity, a flat slab type or a street type entrance may be allowed or required by the City Engineer. [page 7-9 CofWTSSM] Please coordinate with Engineering.
6. Provide the turning movements for the vehicles accessing Cicero Way to justify the street type driveway radii as proposed.
7. Dimension Cicero Way driveway width. [Sec.18-530 CofW LDC]
8. Show and apply the City’s 20’x70’ sight distance triangle at each driveway as per below image on the site plan and landscaping plan. [Sec.18-529(c) (3) CofW LDC] [Sec. 18-812 CofW LDC].
GENERAL NOTES TO ADD TO THE PLAN:
A. It shall be the responsibility of the subdivider to erect official street name signs at all intersections associated with the subdivision in accordance with the Technical Standards and Specifications Manual. The subdivider may acquire and erect official street name signs or may choose to contract with the city to install the street signs and the subdivider shall pay the cost of such installation. Contact Traffic Engineering at 341-7888 to discuss installation of traffic and street name signs. Proposed street names must be approved prior to installation of street name signs.
B. Street trees must be located a minimum of 15 feet from street lights. [CofW SD 15-17]

Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
NCDOT:
It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910. 251.2655. Please note additional comments may be forthcoming once coordination occurs.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1. The Signing and Marking Detail shows one Stop Sign at the intersection of Stone Crop Drive and Chippenham Drive. MUTCD and City of Wilmington Signs and Marking manuals typically require regulatory signage for intersections not controlled by a Traffic Signal or Roundabout. Please provide additional Stop Signs, Stop Bars and Yield Signs for the Chippenham Drive, and Cicero Way intersections. Please show the signs on the site plan and Signing and Marking Detail.
2. Cicero Way does not have sidewalk shown along the proposed street. Please revise. If the sidewalk is to be installed by the individual lot owners, please provide a note on the plans stating sidewalk will be provided by others.
3. The intersection of Dusty Miller Lane and Chippenham Drive does not have a marked crossing. Please show the crosswalk at this intersection, (similar to Chippenham Drive and Stone Crop Drive crossing).
4. Please show the city 46’X46’ Sight Distance Triangle for Dusty Miller Lane and Chippenham Drive.
5. Please show the location of existing and proposed driveways for the lots adjacent to the proposed subdivision streets, including driveways for Lot # 1 through Lot # 7, and driveways along Dusty Miller Lane. [Chapter 7.C.1a. #2.8, pg. 7-8, CofW Tech Stds]
