COLLECTION AT INDEPENDENCE PHASE 1 [TRC Plan Review #4]
TECHNICAL STANDARDS – ACCESS (driveway, crosswalk, and sight distance):
• Site plan shows a midblock crosswalk with a yield pavement markings and signage off Fordham Rd. Please considering relocating this crosswalk closer to the intersection of internal driveways to the north. This will provide a better pedestrian view for the oncoming vehicular traffic. And also yield bars/signage will not be required. Install a stop sign instead for better visual.
• Please show the City’s 20’X70’ driveway sight distance triangles for all the driveways off ROW on all the site plans and landscape plans with dimensions.
SIGNAGE AND PAVEMENT MARKINGS:
• For the existing conditions, an aerial view is acceptable but traffic signs has to be located and labelled on that view. Please revise.
• Overall existing condition plan shows proposed pavement markings overlay at few locations. But these details are missing on the enlarged existing conditions plan. Please reconcile.
• Stop signs must be installed at the locations where stop bar pavement markings are shown. Stop signs provide better visual indication. Although stop bars are optional.
• The north-east driveway on this proposal, pavement markings are shown as two right turn lanes including through lane and one left turning lane. Please revise it to show two left turning lanes including through lane and one right turn lane as per existing. (If this is the improvement as part of TIA - if applicable, please clarify and note this on the plans)
• File number CS102 drawing no. 11: Relocate the note ‘Coordinate crosswalk location with walk-ons..’, keynote PA-20 and dimension with the arrow pointing, appropriately.
• Plan shows a stop bar past the crosswalk located to the west of proposed building R8A. It is in conflict with the crosswalk location. Revise to relocate the crosswalk to leave at least one car space between a stop sign and crosswalk pavement markings.
• Plan shows lane arrows for the driveway accessing Fordham Rd. Show the pavement markings for lane configuration like lane line, skip line.
• Accurately show the existing pavement markings for crosswalk and signage (yield) for the driveway entrance at Fordham Rd. Or label if any changes proposed.
• Curved crosswalk pavement markings outside the south-west corner of the proposed building G1, is not in accordance with City standards. Revise as per SD11-11.
• Show the pavement markings for the pickup-drop off area.
• Traffic regulatory signage (like ‘Do not enter’) shall be installed to restrict the traffic circulation for any one-way driveway.
• Parking restriction signage is recommended for the pickup-drop off area.

Please add the following note to the FIRE & Life Safety notes section due to the Fire Code change effective 1/1/2019:
- Contractor shall submit a Radio Signal Strength Study that demonstrates that existing emergency responder radio signal levels meet the requirements of Section 510 of the 2018 NC Fire Code.

TRAFFIC IMPACT:
A Traffic Impact Analysis (TIA) is not required for this development based upon the net reduction of site trips (approximately 12% reduction) for this development.
TECHNICAL STANDARDS – BARRIER FREE DESIGN:
1. The utility plans (CG101) show a number of SD CI that are converted to SDMH within the accessible path/ sidewalk, including the path from R8A to plaza area between R2 and R3. Please ensure elevation for the lids of the SDMH meet ADA guidelines, (slope, cross slope and elevations).
