This  proposed new building will need to have its own unique address, separate from the existing address of 1311 Shipyard Blvd.  I have changed the address to 1155 Shipyard Blvd, in Protrak.  Please make sure the new address is shown on any future submittal plans, and is used for permits and construction documents, as the proper address for this new building.

Show tree protection fencing, to scale, for all trees to be preserved.

At least two trees at the front of the project (near Shipyard) are shown to be removed, but do not appear to be in conflict with any site improvements. Clarify need for removal.

Minimum size for understory and multi-stemmed trees is 8'-10' height; specify by height only.

GREENLAWN FUNERAL HOME [TRC Plan Review]  Initial Review Note  All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.  BASE INFORMATION: • Revise all relevant sheets to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices and pavement markings on the site inventory plan. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. Contact NCDOT at 910. 251.2655. Please note additional comments may be forthcoming once coordination occurs. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 1. Show the width and pavement markings [MUTCD] for the new turn lane. 2. Show the curb and gutter for the new turn lane. 3. Dimension the eastern side driveway. The minimum two-lane driveway width is 23’. [Page 7-9 CofW Tech Stds]. Please revise. 4. Show driveways for adjacent lots and lots across the street. 5. `Stop’ sign and stop bar must be installed at the intersection for a street type driveways design. [MUTCD]. Show the location on the site plan. 6. Install ‘Do not enter’ signage for the drop-off area to restrict the traffic from approaching. [MUTCD]. Show the location on the site plan. 7. Where a sidewalk connection between the site and the public sidewalk is provided show the pavement markings for the crosswalk. [MUTCD] 8. The wheelchair ramps must be installed at both the sides of the street type driveways and must be connected by crosswalk pavement markings. [SD 3-09, SD 11-11] TECHNICAL STANDARDS – PARKING: 9. Please show all the traffic control devices and pavement marking showing the traffic flow for this project. 10. Dimension the sidewalk within the parking facility. 11. The minimum radius is 25’ for any portion of a parking lot adjacent to a travel way (i.e. islands at the end of a parking bay) for parking that is open to the public. If the travel way will not be used for emergency service vehicles or truck traffic, you may request a tighter radius, the minimum is 15’. This request must be made in writing (an email message is acceptable). [Chapter VII, Detail SD 15-13 CofWTSSM] 12. Please label the radius of the landscape island at the entrance of the western side driveway. 13. Dimension the connector provided for the future connection for the northern development. 14. Recommendation is to provide the bollard or wheel stop at the connector stub provided for the northern development to restrict the vehicle access. 15. ‘No parking ‘sign may be installed for the driveway connector. 16. Show the graphics/symbol for the bicycle parking. 17. Change the label to ‘City’s 20’X70’ sight distance triangle’ and not NCDOT for the driveways. NCDOT has a different criteria for the sight distance triangle. TECHNICAL STANDARDS – Barrier Free Design: 18. Please show location of accessible parking signs and provide details on the plan. 19. The proposed sidewalk adjacent to 90 degree parking spaces does not appear to meet ADA requirements. An allowance for a 2.5’ vehicle overhang must be considered. 4' of the sidewalk must remain clear for pedestrian use. [Chapter VII, Detail SD 15-13 and page 7-20 of CofWTSSM] 21. Please widen the sidewalk if required to fulfill the above requirement or provide the wheel stops. GENERAL NOTES TO BE REVISED: • Replace note 6. from City of Wilmington standard notes on drawing no. 2, with the note as follows; ‘Contact Traffic Engineering at (910) 341-7888 to discuss street lighting options.’ MISCELLANEOUS:  Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.  We will reserve comments on the parking lot, driveway geometry and other technical issues until a full construction drawing is submitted.
