o Revise the project address.

CBD Comments:
· Sec. 18-196(e) (4): Minimum height per code is 24 ft. The proposed height is 16.3 ft. Please increase the height of your building to 24-feet. Where is the proposed height measured to? The parapet?
o Building height shall be measured from the average grade of the adjacent right(s)-of-way to the underside of the highest structural member.

· Sec. 18-196(h) Building Design:
o Building entrances. Primary building entrances shall be clearly defined and shall be recessed at least five (5) feet or framed by an architectural element. Primary entrances should be clearly distinctive from other entrances. Secondary outside building entrances to upper floors on the primary facade shall align with the outermost window on the front facade.
· Show Compliance on building elevations.
o Massing and scale. Large expanses of flat, unadorned walls are prohibited. Facades shall incorporate architectural details, particularly at the pedestrian level. Building facades shall incorporate periodic transitions across the facade as stated below. The following design element standards shall apply to all new construction where applicable:
- Building facades shall be divided into distinct massing elements utilizing methods including but not limited to facade offsets, pilasters, change in materials, or fenestration (window arrangement). Transitions shall be no further apart than two-thirds of the height of the facade. The predominant orientation of fenestration within the facade shall be vertical.
- The exterior expression of the height at the street-level facade shall be no less than thirteen (13) feet, which may be delineated by methods including, but not limited to incorporation of a distinct horizontal architectural member, facade offsets, or a change in materials (not solely color) or fenestration.
- Roofs shall be flat (low slope) with parapet walls, of barrel construction, or have a minimum pitch of four to twelve (4:12)

o Exterior building materials. Materials shall be highly durable and easily maintained, especially at the pedestrian level. The following materials are prohibited: Vinyl siding, Shingle siding, Faux wood-grained materials, Full metal facades, Exposed or unfinished concrete block

Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
