GALLERY PARK BLVD ROADWAY  [Plan Review #3]

š Initial Review Note š

All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review.  These have been noted after the comment as appropriate for your ease in further research.  

The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348.  If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set.  Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.

TECHNICAL STANDARDS – NEW ROADS:

1.      Please add the street names for Streets A-D on all Plan Sheets.

2.      Pavement markings at the Roundabouts do not match COW STD Detail SD 11-14 and MUTCD Section 3C Roundabout Markings and Figures 3C-1 and 3C-3 for a One Lane Roundabout. [FHWA-2009 Edition MUTCD, Chapter 3C]

3.      Regulatory and Pedestrian Signage at the Roundabouts does not match COW STD Detail SD 11-14 [CofW TSSM & Spec. SD 11-14] and MUTCD Chapter 2 Signs Figures 2B-20 and 2B-22 Regulatory and Warning Signs for a One Lane Roundabout. [FHWA-2009 Edition MUTCD, Sec 2B.43 – Sec 2 B-45]

4.      The site plan has Pavement Markings for the Turn Arrows at the 4 way intersection, (between the roundabouts) shown within the intersection. Install the arrows outside the intersection per SD 11-05 for Pavement Markings at Non-Signalized Intersections. [Detail SD 15-13 CofW TSSM]

5.      The site plan has Pavement Markings for the Turn Arrows at the 4 way intersection for Street C are shown within the intersection. Install the arrows outside the intersection per SD 11-05 for Pavement Markings at Non-Signalized Intersections.[Detail SD 15-13 CofW TSSM]

6.      The proposed Residential Cul-De-Sac Detail does not match SD 1-13.  If the ROW or radius is increased, maintain the proportions of the Cul-De-Sac so that Fire and Rescue Vehicles can adequately use the street.[Detail SD 1-13, CofW TSSM]

7.      The Regulatory and Pedestrian Signage at the four way intersections does not match COW Technical Standards and Specifications Manual and MUTCD Chapter 2 Signs.  Gallery Park Blvd is a Through Street. Stop signs and stop bars are not installed on the through street unless the intersection is an approved 4-way stop controlled intersection.  The side streets for Non-Signalized intersections will be Stop or Yield Controlled and traffic on the Through Street will continue.  [CofW TSSM, SD 11-14]

8.      The four way intersections shown on this plan must be modified for the Non-signalized intersections. Please remove the crosswalk across Gallery Park Drive on the through streets.  The crosswalk markings are not shown unless the traffic is stopped by a traffic control device such as traffic signal or 4 way stop signs.

TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, sight distance):

9.      Please increase the scale of the Landscaping and Striping plan.  The 100’ and 60’ scales do not allow adequate detail to review these sheets.  The landscaping and striping plans will be reviewed, when they are submitted with a larger scale.

10.   Please relocate the wheel chair ramps at the western Right In and Right Out driveways (near STA 2+00) behind the directional island.  The current design has the ramps conflicting with the concrete islands.

Planning staff finds the progress made to date on proposed landscaping this future public right of way to be adequate, and we anticipate that any required revisions will be minor in nature.

The latest comments issued by TRC reviewers (including but not limited to Bill McDow and Rob Gordon) should all be included on any plan revision that is submitted to us.  As of 4/24/15, no resubmission has been received.
