The following is a list of comments for review from planning regarding the project. Please provide your corrections as listed below. Additional review will be required once all the needed documents have been provided. Items or documents not provided on initial submission will be subject to further review. Please contact me for any further questions.
Site Plan Comments:
- Sec. 18-60 (c) (8): Show location of on-site and proposed tie-in to existing public utilities
- Sec. 18-60 (c) (11): Show location and dimension of all fencing and screening.
- Please provide a detail of the picket fence, to ensure opacity within the front yard setback
- On the plans, the line denoting the picket fence changes and it is unclear from the legend to determine if it applies to another material
- A tree preservation/removal permit is required even though no trees are proposed for removal. I will give you a copy of the application while you are in the office this afternoon. (8/1/14)
- All federal, state and local permits are required prior to full construction release. This includes, but is not limited to: state storm water, state utility extension permits, wetland disturbance permits, city storm water, tree protection permits, etc.
- Please add a note to the plans with the above statement.
- Driveway access controls. The intent of this section is to provide for cross-access and shared driveways between compatible land uses to reduce conflict points and minimize traffic flow interruptions on Oleander Drive. Cross-access easements create a service drive providing vehicular access between two (2) or more contiguous parcels so that motorists and/or pedestrians do not need to reenter Oleander Drive to gain access to adjacent uses.
- Each use other than single-family detached shall provide access easements for its parking aisles and driveways guaranteeing access and use to all abutting lots within the OT district.
- The easement between the driveway and the closest adjacent lot shall be in a logical location for connection to the adjacent lot, shall be located behind the primary structure, and shall be a minimum of twelve (12) feet wide.
- Please show an easement for a future shared driveway with the adjacent parcel.
- Site lighting. Any exterior lighting shall be limited to cut-off or shielded type luminaries and shall be directed toward the center of the property. In no case shall site lighting be located or installed so as to shine directly onto neighboring properties or the public right-of-way. The height of any exterior lighting shall not exceed ten (10) feet in height and shall maintain a clearance of at least eight (8) feet above any pedestrian area. A lighting plan shall be submitted as part of any TRC application.
- Is any lighting proposed?
Landscape Plan to Include:
- Sec. 18-462 (d) (3): Show approximate locations, species and critical root zones of all protected trees. Groves of protected trees that will not be disturbed may be labeled as such on the map, stating the approximate number of protected trees and species mix, without specifying data on each individual tree.
- Please indicate the CRZ of all protected trees located in the front yard, within the limits of disturbance and show tree protection fencing for same.
- Landscaping and buffers. All new construction or conversion of structures to a duplex, triplex, quadraplex, or nonresidential use shall be subject to the parking lot landscaping and O&I-1 streetyard requirements of Article 8 of this chapter.
- An 18’ streetyard is required in the RO rather than a 12’ streetyard.
- Based on a frontage of 100’, a minimum of 3 trees (including existing trees within the streetyard area) and 18 shrubs are required.
- If using understory trees, such as crape myrtles, 3 understory trees are the equivalent of one canopy tree. If crape myrtles are proposed, please add two to the streetyard.
- Please add two additional shrubs to the streetyard.
- A buffer consisting of a minimum of 10 feet of vegetation and a 6 foot tall wood fence shall be provided along the eastern property, which is residentially used. A minimum of 1 row of planted materials consisting of a combo of trees and shrubs shall be provided at a minimum height of 3’ at planting and shall be at least 50% opaque at planting. To provide a variety of height and depth, at least one tree shall be planted for every 30’ linear feet of screen.
- As discussed previously, this buffer does not need to continue beyond the front plane of the house - existing vegetation in that area is sufficient.
