FORTUNE PLACE II  [TRC Plan Review 3]

All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review.  These have been noted after the comment as appropriate for your ease in further research.   The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348.  If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set.  Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.

TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):

1.       Show the wheel chair ramps at the intersections of Cloverland Way and Trumpet Vine Way.

2.       Add street trees to Cloverland Way, (near lots #79- #85) and Trumpet Vine Way, (near lots #76- #78).

3.       All intersections are street intersections, remove the 20’X 70’ sight distance triangles. Show and apply the City’s 46’x46’ sight distance triangle at each street corner intersection on the site plan and landscaping plan.  [Sec.18-529(c)(3)CofW LDC] Add a note indicating that all proposed vegetation within sight triangles shall not interfere with clear visual sight lines from 30"-10'. [Sec.18-566 CofW LDC]

4.       Add the street names layer to the Utility Plan, sheet C3.

REVISIONS TO NOTES ON THE PLAN:

A.      Any broken or missing sidewalk panels, driveway panels and curbing will be replaced.

• Please provide list of conditions from the approved conditional district (CD-10-409-M715). On the plan please.
• Please provide lot area and lot frontage for each lot. On the plan please.
• Is Cloverland Way stub acting as the required turn around or is a standard turnaround needed? Please provide confirmation from traffic and engineering. This is a future connection through a required recreation area?
• Please identify all areas outside of lots and rights-of-way as common area.
• Street trees need to be located in the right-of-way, not on individual lots, and should be located in the plaza between the back of curb and the sidewalk.
• Protected trees can only be removed as part of essential site improvements. There are several trees located outside of these areas around the proposed stormwater pond and within the proposed utility easement located in front of the proposed lots. Please provide justification for their removal, retain, or mitigate. There are several trees on top of bank of pond that are being removed.
• Provide explanation as to why there is a pedestrian access easement between lots 52 and 53 as well as a pedestrian access easement behind lots 53-56. Only one is necessary, if you want to leave both you can, just seems like over kill.
