Changed Address from 4301 to 4355 for Lidl Grocer, to distinguish this project from the overall Arbor Commons project, which has the 4301 address.  Please use the address of 4355 S 17th St on all future documents, for Lidl Grocer project. 

• Provide building elevations for S. 17^th Street façade (architectural elevations).
• Include signature blocks on all plan sheets.
• Include Arbor Commons roadway improvements. These two plans need to match up.
• Use current tree mitigation calculations from overall Arbor Commons Tree Replacement Plan for Lot 1.
• There are several trees shown to be saved on Arbor Commons plan that are not shown on site plan (C-3.0). Please include.
• Numbers on dumpster detail are illegible, please increase resolution.
• Include required shrubs in streetyard calculations.
• Use half of the required streetyard multiplier for secondary streetyards (18/2 = 9)
• A secondary street yard is also required along Hollingsworth Drive.
• No parking space can be more than 120 feet from a landscape island. A landscape island will be required within parking row adjacent to S. 17^th Street.
• Foundation planting requirement is based upon area of façade (height x width), not linear feet. Required foundation planting area is also based on square footage provided, not number of shrubs.
• Include parking lot shading calculation (20% required). See Sec. 18-481. 

LIDL GROCERY STORE ARBOR COMMONS [TRC Plan Review #2]

š Initial Review Note š

All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review.  These have been noted after the comment as appropriate for your ease in further research.   The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348.  If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set.  Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.

TECHNICAL STANDARDS – NEW ROADS:

1.       Provide the standard street corner radius for the new street intersections and intersections with existing streets. R35’ is the minimum.

2.       Please replace the Traffic Islands with the Mini-roundabout proposed for the Hollingsworth and Road B intersection. Once the mini-circle is installed final comments will be issued.

3.       Update the Hollingsworth Drive pavement markings to match the Mini-Roundabout design, (comments on the current Arbor Commons plan are posted in ProTrak).

TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):

4.       Wheel Chair ramps will be required at the intersection of Road B and Hollingsworth Drive and other locations that have sidewalk on both sides of a driveway or intersection.

5.       Ensure to align the wheel chair ramps, and install pedestrian signage and marked crosswalks.

6.       Please increase the width of internal crosswalks to a minimum of 6’. [Technical Standards & Specifications Manual CofWilm. SD 11-11, Pavement Markings- Crosswalk]

7.       The pavement cross sections do not have dimensions or meet City standards for street sections.

8.       If signs are proposed for the pedestrian crosswalk at Peele Street, please show them on the site plan.

9.       The notation “Ridge” is shown on Sheets C-3.0 to C-6.0. Please explain or remove “Ridge” as necessary.

TECHNICAL STANDARDS – PARKING:

10.   Ensure project roadway, street and Regulatory Signs use HIP Type IV or Higher Film.

11.   Printed Traffic Signs will require a UV Overlay on the sign film blanks.

12.   Ensure Stop Bars are 24” in width.

13.   Stop Bars and pavement markings require Thermoplastic material.

14.   Label vehicle charging station locations on the site plan.  Install signs to reserve the charging spaces.
