Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
NCDOT:
It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910. 251-2655. Please note additional comments may be forthcoming once coordination occurs.
Please provide any construction or structural drawing provided within the NCDOT approval and review process.
CITY ENGINEERING, TRAFFIC ENGINEERING and STREETS DEPARTMENTS:
It is the Applicant’s responsibility to coordinate directly with City agencies, I.e. Engineering, and Traffic Engineering, to determine if any permits/ revisions/ review processes are required.
All Traffic Engineering equipment, fiber, structures, etc., within 500’ of the construction shall be located and shown on the site plans. Contact Traffic Engineering at (910) 341-7888, to identify and properly locate this equipment.
Plans for Traffic Control, sidewalk closures or pedestrian detours, lane closures, and coordination of overhead work must be coordinated prior to construction. A traffic control/ pedestrian detour plan must be filed with Traffic Engineering, and any lane closures submitted to NHC 911, and NCDOT prior to the closure. Additional comments may be forthcoming once coordination occurs.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1.The site plans do not show Employee Parking Deck building foot print, elevations or views for the parking deck/ employee bridge connection.
2.Please provide a demolition sheet for the site. Include any demolition for the parking deck portion of this project.
3.The project has frontage on S. 17th Street. Please show encroachment areas for the new bridge.
4.Please show proposed pedestrian entrances at ground level for both the sides of the bridge tower structures.
5.Show any utilities that are located adjacent, under or above the proposed pedestrian bridge.
6.The architectural plan sheet shows elevations, (L2 Entry), which appear to be different from the FFE and Accessible Landing area/ HC ramp. Please verify Accessible path to the bridge and elevator entrances.
7.The Architectural and construction drawings do not show the interior ceiling height and width of the pedestrian bridge.
8.Please show the clearance for the overhead obstacles that transverse the span of the bridge.
9.Show material for the side of the bridge span.
10.Will the bridge have special features to help prevent ice build up over S. 17th Street?
11.Please show the sidewalk connection on the western side of S. 17th Street.
12.Show signage, lighting and utilities for the bridge.
TECHNICAL STANDARDS – PARKING:
13.Please show the existing parking spaces around the base of the bridge structure within the Cameron Parking lot.
14.Please up date the site data table to show the number of parking spaces removed, (ie. the existing and proposed) in the hospital parking lot.
15.Provide landscaping plan for the revised parking deck landscaping and hospital lot landscaping, including locations of proposed street trees, shrubs, and plantings.
16.Show existing and proposed sidewalk on both sides of S. 17th Street.
TECHNICAL STANDARDS – Barrier Free Design:
17.Provide details for the ADA Accessible Path from the parking spaces to the building, including at ground level from the bridge elevator exit to the hospital, and parking deck entrances to the bridge structure, (such as the elevations, grades/slopes for the ADA Accessible Path)
18.Please show pavement markings for the internal crosswalks along the ADA Accessible Path.
MISCELLANEOUS:
Permitting of business identification signage is a separate process. City of Wilmington will not allow obstructions within the right of way.
