Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
BASE INFORMATION:
• Revise all sheets to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices and pavement markings including the intersection of S 17th St /Peel St, Peel St/Hollingsworth Dr, Hollingsworth Dr roundabout, details of S 17th St turning lane and driveway off S 17th St accessing this property. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. • Provide the full details for the roundabout off Hollingsworth Dr.
• Responsibility for street and transportation improvements. When a lot or lots within a subdivision abut an existing public street, highway or thoroughfare, the subdivider shall be responsible for the installation of all improvements to that portion of the street, highway or thoroughfare adjacent to and utilized by that subdivision. [Sec.18-378 (a) CofW LDC]
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1. Show wheelchair ramps at corner of street type driveways and corner of the roundabout as per NCDOT and/or City standards. Connect sidewalk with ramp.
2. An ADA ramp shall be installed at the corner of roundabout for the potential crosswalk to the north of roundabout.
3. A stop sign and stop bar is recommended at the street driveway off S 17th Street. If installed Signage and bar must be in advance of a potential crosswalk.
4. Provide sidewalk detail SD 3-10 on the plan. [Sec. 18-529(b)(2) CofW LDC]
5. Provide curbing detail SD 3-11 on the plan. [Sec. 18-529(b)(2) CofW LDC]
6. Show and apply the City’s 20’x70’ sight distance triangle at each driveway and the City’s 46’x46’ sight distance triangle at each street corner intersection on the site plan and landscaping plan. [Sec.18-529(c) (3) CofW LDC] [Sec. 18-812 CofW LDC].
TECHNICAL STANDARDS – PARKING:
7. 4” is the typical height of wheel stops provided within the parking facility. Please revise the wheel stop details accordingly. [Page 7-20 of CofWTSSM]
8. Site plan shows pavement markings for ‘Do not enter’. Additionally, an appropriate signage is recommended to restrict the traffic entering the one-way aisles.
TECHNICAL STANDARDS – Barrier Free Design:
9. Show the typical handicap sign detail on the plan as per ADA and City standards. [Sheets A1 of 5 and A2 of 5, CofW Sign Specification]

10. Please show location of accessible ramp(s) and parking signs.
11. Note/label the plan with spot elevations that clearly indicate the accessible route from the HC space(s) to the building. [Sec. 18-529(b)(2) CofW LDC]
12. Revise detectable warning domes detail on the plans as per City/ADA standards. [CofW SD 3-07]
13. Detectable warning domes must be installed at the end of each sidewalk before entering drive aisle/pavement surface regardless of ramps. Show the graphics on the site plan.
STREET LIGHTING [City of Wilmington Street Lighting Policy]:
1. The standard streetlight shall be a DEP designated LED equivalent fixture installed within the recommended range of mounting heights for the specific fixture. The standard streetlight shall be installed on a wooden pole in areas served from overhead facilities and on a fiberglass pole in areas served from underground facilities.
2. A layout for the Standard street lighting has been provided with the review. Minimum of 3 LED 50s are required for this sub-division. Subject to change based on the study by DEP.
3. Although, developers may choose to provide any extra lights or ornamental. Any installations above the criteria of Standard street lighting, will be considered as non-standard and has to conform to the City’s non-standard street lighting procedure as per the policy.
4. If non-standard lighting is desired then a photometric analysis must be submitted to verify that light levels in the roundabout are maintained and that the light spacing on the approaches would be ½ indicated on the plan.
5. Developers shall bear any installation costs associated with streetlights, if applicable. In areas served from underground facilities, the developers shall pay the one-time underground contribution charge, if applicable.
6. The Planning, Development and Transportation Director or designee and the City Landscape Designer will coordinate plaza plantings and streetlight locations to minimize the obstruction of light by vegetation.
7. Street trees must be located a minimum of 15 feet from street lights. [CofW SD 15-17]
8. All the street light shall be installed within the public ROW.

MISCELLANEOUS:
We will reserve comments on the parking lot, driveway geometry and other technical issues until a full construction drawing is submitted.

Please address the following:
- A Hydrant must be within 300’ of the building(s), measured as the truck drives (Commercial). It doesn’t appear there is a hydrant within the site to meet this requirement.
- Fire Hydrants to be installed per City of Wilmington ordinance and CFPUA Standards
- The type of Building Construction according to the International Building Code must be present on the plans.
Please add the following FIRE & LIFE SAFETY notes to the plan:
- Contractor shall maintain an all-weather access for emergency vehicles at all times during construction
- New hydrants must be brought into service prior to combustible materials delivered to the job site
- Landscaping or parking cannot block or impede fire hydrants. A 3-foot clear space shall be maintained around the circumference of the hydrant.
- Additional fire protection and/or accessibility requirements may be required due to any special circumstances concerning the project.
- Contractor shall submit a Radio Signal Strength Study for all commercial buildings that demonstrates that existing emergency responder radio signal levels meet the requirements of Section 510 of the 2018 NC Fire Code.

TRAFFIC IMPACT:
A previous TIA was conducted for this site. Please show the completed TIA improvements associated with the site. Please contact the WMPO for help in identifying the improvements. Please contact Amy Kimes, PE at (910) 473-5130, amy.kimes@wilmingtonnc.gov to discuss the improvements.
TECHNICAL STANDARDS – NEW ROADS:
1. Show pavement marking and signage for the adjacent Hollingsworth Drive ROW.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
2. The Eastern Hollingsworth Driveway allowed the existing site to meet circulation requirements for the site, however, the proposed plans appear to be closing the Eastern driveway on Hollingsworth Drive.
3. If the Eastern driveway is approved to be closed, it must be updated on the site plans. Note which existing driveways will be closed. Extend the curb along these driveways and restore the verge area to match the existing/proposed.
4. The site appears to have a driveway that is shown as 42’ width. The maximum three-lane driveway width is 36’. [7-9 CofW Tech Stds] Please revise.
TECHNICAL STANDARDS – PARKING:
5. Provide a turning movement analysis of a Fire Engine and Trash Truck on the site. Please note, the City of Wilmington uses a 48.1’ vehicle length for its standard Fire Engine.
6. The proposed bicycle parking does not appear to meet the minimum bicycle parking numbers. Please revise. [Sec.18-528 CofW LDC]
TECHNICAL STANDARDS – Barrier Free Design:
7. Please revise the placement of the Van Accessible Subplate per the MUTCD. Placement of Van Accessible Plaque (R7-8P) with the Restricted Parking Sign (R7-8) Standard:
08 Where parking spaces that are reserved for persons with disabilities are designated to accommodate
wheelchair vans, a VAN ACCESSIBLE (R7-8P) plaque shall be mounted below the R7-8 sign.
8. The R7-8 sign (see Figure 2B-24) shall have a green legend and border and a white wheelchair symbol on a blue square, all on a white background. The R7-8P plaque (see Figure 2B-24) shall have a green legend and border on a white background.
REVISIONS TO ENGINEER NOTES ON THE PLAN:
1. Please revise notes #15 on sheet C-2.1 to reflect the following verbiage:
#15: Any broken or missing sidewalk panels, driveway panels and curbing will be replaced.
GENERAL NOTES TO ADD TO THE PLAN:
A. A landscaping plan indicating the location of required street trees shall be submitted to the City of Wilmington Traffic Engineering Division and Parks and Recreation Department for review and approval prior to the recording of the final plat. [SD 15-14 CofW Tech Stds]
MISCELLANEOUS:
Transportation Planning Staff will review the landscape plan once submitted for compliance with sight distance requirements.
Include appropriate City of Wilmington approval stamps prior to submitting final plans.
