BASE INFORMATION:
• Revise all sheets to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices, pavement markings and street light/power poles for the intersection of College Rd and College Acres Dr on the site inventory plan. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. Contact Traffic Engineering at 341-7888 if you need assistance locating these elements.

• There are an existing street lights on the College Acres Dr in the vicinity of this property. As per the City’s street lighting policy these street lights must be relocated outside the property boundary maintaining the current spacing and making sure sidewalk is clear of any impedements. Please label this on the site plan.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk):
1. Show City standard detail(s) for the driveway on plan. [SD 3-03.3 & 3-03.4 CofWTSSM]
2. Provide sidewalk detail SD 3-10 on the plan.
3. Provide curbing detail SD 3-11 on the plan.
TECHNICAL STANDARDS – Barrier Free Design:
4. Show the typical handicap sign detail on the plan as per ADA and City standards. [Sheets A1 of 5 and A2 of 5, CofW Sign Specification]

5. Detectable warning domes installation is recommended before entering drive aisle/pavement surface. It provide a distinctive texture intended to alert persons to the approach to vehicular areas [City/ADA standards].

Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
BASE INFORMATION:
• The UNCW sidewalk and WAVE Transit Bus Stop are located on another property. Please show the property lines, easements, adjacent traffic signs, lane configurations, traffic control devices and pavement markings on the site plan.
TRAFFIC IMPACT:
Please provide the estimated trip generation numbers for this development.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1. The One-way Driveway Access must allow safe movements for Fire Trucks, Rescue Vehicles and Trash Trucks. Provide vehicle auto turns movements for Fire Trucks, (City of Wilmington Template for 48.1’ Fire Engine), and Trash Trucks on the site.
2. The site plan does not label the radius of the landscape islands. The development has an one way entrance drive aisle, therefore, it must be used by Emergency and Fire Vehicles. Please ensure the proposed radius of the landscape islands along the One-Way section of this site is a minimum of R20’ to R25’ to allow vehicle turns for Fire Engines, and Trash Trucks. TECHNICAL STANDARDS – PARKING:
3. The proposed site has provided less than 1 parking space per bedroom for this site. The frontage of this site along College Acres Drive is signed as a No Parking Area. Please show where guest and residential parking will be located.
GENERAL NOTES TO ADD TO THE PLAN:
A. A landscaping plan indicating the location of required street trees shall be submitted to the City of Wilmington Traffic Engineering Division and Parks and Recreation Department for review and approval prior to the recording of the final plat. [SD 15-14 CofW Tech Stds]
B. Contact Traffic Engineering at 341-7888 forty-eight hours prior to any excavation in the right of way.
MISCELLANEOUS:
Transportation Planning Staff will review the landscape plan once submitted for compliance with sight distance requirements.
