FLOW ACURA [TRC Plan Review]  Initial Review Note  All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.  BASE INFORMATION: • Revise relevant sheets to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices and pavement markings for the intersection of Bob King Dr and New Centre Dr on the site inventory plan. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. NCDOT: It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910-398-9100. Please note additional comments may be forthcoming once coordination occurs. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 1. Show driveways for adjacent lots and lots across the street. 2. Dimension the driveway at the property line. 3. A pavement marking is required for all driveways greater than 30’ in width. [page 7-9 CofWTSSM] 4. Provide sidewalk detail SD 3-10 on the plan. [Sec. 18-529(b)(2) CofW LDC] 5. Provide curbing detail SD 3-11 on the plan. [Sec. 18-529(b)(2) CofW LDC] 6. Show and apply the City’s 20’x70’ sight distance triangle at each driveway on the site plan and landscaping plan. [Sec.18-529(c)(3)CofW LDC] Add a note indicating that all proposed vegetation within sight triangles shall not interfere with clear visual sight lines from 30"-10'. [Sec.18-556 CofW LDC] [ Sec. 18-812 CofW LDC] TECHNICAL STANDARDS – PARKING: 7. Please revise to show the existing/revision to the parking spaces to the south of the building accurately on the site plan. 8. Provide additional dimensions to clearly indicate the drive aisle widths at areas where proposed improvements alter the width to the south of the building in subject. 9. Please show all the traffic control devices and pavement marking showing the traffic flow for this project. TECHNICAL STANDARDS – Barrier Free Design: 10. Note any existing/proposed number of handicapped spaces in the development data. [Sec. 18-529(b)(2) CofW LDC] 11. Please show location of handicap parking spaces/aisles, accessible ramp(s), parking signs and accessible route from the handicap space(s) to the building. 12. Detectable warning domes must be installed both the sides of the crosswalks and at the end of each sidewalk before entering drive aisle/pavement surface. Show this at all the applicable locations [City/ADA standards]. GENERAL NOTES TO ADD TO THE PLAN: A. All pavement markings in public rights-of-way and for driveways are to be thermoplastic and meet City and/or NCDOT standards. [Detail SD 11-03 and SD 15-13 CofW Tech Stds] B. All signs and pavement markings in areas open to public traffic are to meet MUTCD (Manual on Uniform Traffic Control Devices) standards. [Detail SD 15-13 CofW Tech Stds] C. All traffic control signs and markings off the right-of-way are to be maintained by the property owner in accordance with MUTCD standards. D. Any broken or missing sidewalk panels and curbing will be replaced. MISCELLANEOUS:  Contact Traffic Engineering at (910) 341-7888 to discuss street lighting options.  We will reserve comments on the parking lot, driveway geometry and other technical issues until a full construction drawing is submitted. Please add the following Fire & Life Safety notes to the plans:

 

-        Contractor shall maintain an all-weather access for emergency vehicles at all times during construction

-        New hydrants must be brought into service prior to combustible materials delivered to the job site

-        A hydrant must be within 150' of the FDC (measured as the truck drives for practical use)

-        FDC must be within 40' of fire apparatus placement

-        Landscaping or parking cannot block or impede the FDC or fire hydrants.  A 3-foot clear space shall be maintained around the circumference of the hydrant and FDC

-        Additional fire protection and/or accessibility requirements may be required due to any special circumstances concerning the project.

-        Private Underground Fire Lines require a separate underground fire line permit from the Wilmington Fire and Life Safety Division 910-343-0696

-        Contractor shall submit a Radio Signal Strength Study that demonstrates that existing emergency responder radio signal levels meet the requirements of Section 510 of the 2018 NC Fire Code.

-        All isolation valves within the “Hot Box” must be electrically supervised.

TRAFFIC IMPACT:  The site has proposed an increase in Building size from the existing 7, 230 SF building to the proposed 17, 422 SF building, an increase of 10, 192 SF.  Please provide the estimated trip generation for the new building, using the Land Use Code of 840 New Automobile Sales.  Use a format that shows the estimated Trip Generation for the proposed LUC 840 and 7230 SF for the Existing use and LUC 840 and 17, 422 SF for the proposed increase in usage, (ite land use code 840) is xx total driveway volume in the AM peak hours, xx total driveway volume in the PM peak hours and xx average weekday 2-way driveway volume. NCDOT: It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910. 251.2655. Please note additional comments may be forthcoming once coordination occurs. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 1. Dimension driveway widths and tapers. [Sec.18-529 CofW LDC] 2. Provide a sidewalk connection between the site and the public sidewalk. 3. Distinguish between proposed and existing sidewalk(s) and provide dimensions. 4. Show all adjacent traffic signs and pavement markings on the plan. [An aerial photo may be used to determine signage.] [Sec. 18-529(b)(2) CofW LDC] 5. Show any traffic signal facilities and equipment in front of the development. Contact Traffic Engineering at 341-7888 for help in identifying these. 6. The existing driveway aprons on Bob King Drive have broken sidewalk sections that must be replaced. Additionally, these driveways must meet the slope and cross slope requirements for a commercial driveway listed in Standard Detail 3-03.3. [SD 3-3.3 CofW Tech Stds] 7. Show and apply the City’s 20’x70’ sight distance triangle at each driveway on the site plan and landscaping plan. [Sec.18-529(c)(3)CofW LDC] Add a note indicating that all proposed vegetation within sight triangles shall not interfere with clear visual sight lines from 30"-10'. [Sec.18-566 CofW LDC] TECHNICAL STANDARDS – PARKING: 8. Please show the ingress and egress route for auto haulers, Fire Engines and Trash Trucks on the site. All off street parking areas shall be arranged so that ingress and egress is by forward motion of vehicles. [Sec.18-526 CofW LDC] 9. The minimum radius is 25’ for any portion of a parking lot adjacent to a travel way (i.e. islands at the end of a parking bay) for parking that is open to the public. If the travel way will not be used for emergency service vehicles or truck traffic, you may request a tighter radius, the minimum is 15’. This request must be made in writing (an email message is acceptable). [Chapter VII, Detail SD 15-13 CofWTSSM] 10. Portions of the proposed development do not appear to be in compliance with the 500’/800’ rule pertaining to the maximum length of a private drive/parking lot. [Chapter VII , C (4), pg 7-15 to 7-16 CofWTSSM] 11. Provide bicycle parking in accordance with Section 18-528 of the City of Wilmington Land development Code. Add the number required and proposed to the site development data. [Sec.18-528 CofW LDC] GENERAL NOTES TO ADD TO THE PLAN: A. A utility cut permit is required for each open cut of a City street. Note this on the plan and contact 341-5888 for more details. In certain cases an entire resurfacing of the area being open cut may be required. B. A landscaping plan indicating the location of required street trees shall be submitted to the City of Wilmington Traffic Engineering Division and Parks and Recreation Department for review and approval prior to the recording of the final plat. [SD 15-14 CofW Tech Stds] MISCELLANEOUS:  Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.  Transportation Planning Staff will review the landscape plan once submitted for compliance with sight distance requirements.  Include appropriate City of Wilmington approval stamps prior to submitting final plans.
