TROLLEY STATION [TRC Plan Review #2]
Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1. The proposed Wrightsville Avenue driveway ends at a Bike Lane. Please ensure the Stop Bar and Stop Sign for the Right In Right Out Driveway are located in a way that does not obstruct the bike lane.
2. The proposed Bus Pull-out has a Sidewalk connection adjacent to the Bus Shelter that is 5’ wide. Please revise the width of this connection to meet City Technical Standards, which show a 10’ wide area adjacent to the stopping location for the bus. [Chapter 8, Figure 3, pg. 8-4, CofW Tech Stds]
TECHNICAL STANDARDS – PARKING:
3. The Landscape Wall and Residential Parking signs appear to be encroaching on the vehicle overhang for the northern parking spaces. Please increase the distance between the end of the parking spaces and the wall and signs.
4. The proposed handicap ramp at the end of the driveway appears to be leading to the driveway instead of the sidewalk connection from the internal sidewalk to the public sidewalk. Is this ramp for the Solid Waste Roll-out Cart Corral? If this ramp is designed to send handicap persons to the Bus Stop, then please consider directing the wheel chairs to the sidewalk connection on the east side of the driveway.
MISCELLANEOUS:
Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.

TECHNICAL STANDARDS – NEW ROADS:
1. An alignment of the proposed sidewalk on Wrightsville Ave shall be changed so that it ends in front of the existing ‘Stop’ sign at the intersection of Wrightsville Ave.
2. Install wheelchair ramp at corner of Wrightsville Ave and Jones Rd, per NCDOT and/or City standards. Connect sidewalk with ramp.
3. An existing ‘Speed limit’ sign on Jones Rd, shall be relocated beside the first street light pole located to the east of Jones Rd entering from Wrightsville Ave.
4. An existing ‘Rough Road’ signage at the intersection of Wrightsville Ave and Jones Rd shall be removed once the Jones Rd asphalt pavement is completed.

TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares):
5. Site plan shows a concrete island at the driveway off Wrightsville Ave. `Right only’ sign (R3-5R) must be installed at this island, in accordance with MUTCD to restrict the egress traffic from turning left into Wrightsville Ave.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
6. The driveways shall be installed in accordance with City standard detail(s) [SD 3-03.3 & 3-03.4 CofWTSSM]. Revise and show the dimension for the flares on the site plan. [Sec.18-530 CofW LDC]
