COUNSELING OFFICE OF TARA FERGUSON [TRC Plan Review]  Initial Review Note  All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research. The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.  BASE INFORMATION: • Revise plan/s to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices and pavement markings on the site inventory plan. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. NCDOT: It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910-398-9100. Please note additional comments may be forthcoming once coordination occurs. TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares): 1. Traffic Engineering’s stance on sites that interconnect along a major thoroughfare is that the combined frontage must meet all driveway spacing requirements per the City’s technical standards. 2. Maximum allowed driveways along major thoroughfares is 1/600 feet of continuous frontage plus 1/every 300 additional feet or portion thereof as measured at the property line. [7-13 #b CofW Tech Stds]. A variance may be required if more than one driveway is proposed for this site. TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 3. When the use of any driveway has been permanently discontinued, replace all necessary curbs, gutters, aprons, sidewalks, and appurtenances thereto [Sec. 18-530 CofW LDC]. Please label if an existing driveway is proposed to be abandoned. 4. Dimension driveway widths and tapers. [Sec.18-530 CofW LDC] 5. The minimum two-lane driveway width is 23’. [7-9 CofW Tech Stds] 6. A sidewalk connection between the site and the public sidewalk shall be in accordance with ADA. Please provide the ADA ramp at the building entrance and provide the grades. 7. Provide curbing detail SD 3-11 on the plan. 8. Show and apply the City’s 20’x70’ sight distance triangle at each driveway on the site plan. [Sec.18-529(c)(3)CofW LDC] TECHNICAL STANDARDS – PARKING: 9. Dimension parking stalls, radii and parking aisles. [Sec. 18-529(b)(2) CofW LDC] 10. The minimum standard vehicle parking space size is 8.5’ in width by 18’ in length. 11. Twenty-four feet (24’) is the minimum drive aisle width behind perpendicular parking. Please dimension. [Chapter VII Table 6 of CofWTSSM] 12. International symbol of Accessibility parking space marking as per fig. 3B-22 of MUTCD. 13. The backing stub is to be 10’ deep by 15’ wide. Please dimension. [Chapter VII ,Detail SD 15-12 CofWTSSM] 14. Provide a turning movement analysis of an emergency service vehicle for this project. TECHNICAL STANDARDS – Barrier Free Design: 15. Show the typical handicap sign detail on the plan as per ADA and City standards. [Sheets A1 of 5 and A2 of 5, CofW Sign Specification] https://www.wilmingtonnc.gov/home/showdocument?id=3940 16. Please show location of accessible ramp(s) and parking signs and provide details on the plan. 17. Note the required and proposed number of handicapped spaces in the development data. [Sec. 18-529(b)(2) CofW LDC] 18. Note/label the plan with spot elevations that clearly indicate the accessible route from the HC space(s) to the building. [Sec. 18-529(b)(2) CofW LDC] GENERAL NOTES TO ADD TO THE PLAN: A. All signs and pavement markings in areas open to public traffic are to meet MUTCD (Manual on Uniform Traffic Control Devices) standards. [Detail SD 15-13 CofW Tech Stds] B. All traffic control signs and markings off the right-of-way are to be maintained by the property owner in accordance with MUTCD standards. MISCELLANEOUS:  We will reserve comments on the parking lot, driveway geometry and other technical issues until a full construction drawing is submitted.  -              Hydrant must be within 300’ of the building(s), measured as the truck drives (Commercial)

-              Fire Hydrants to be installed per City of Wilmington ordinance and CFPUA Standards

-              Fire apparatus access road shall be no less than 20’ in width.

-              Fire apparatus access road is greater than 150’.  An approved fire apparatus turnaround must be provided.

-              All exterior portions of the building must be within 150’ of a fire department access road.  This is determined by location the fire apparatus stops in the parking area or access road. 

-              Type of Construction of Building according to the International Building Code must be present on the plans.

-              Contractor shall maintain an all-weather access for emergency vehicles at all times during construction

-              In addition to the standard comments, additional fire protection and accessibility requirements may be required due to any special circumstances concerning the project.

TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares): 1. Driveways for lots along major thoroughfares must at least 75’ offset from property lines to the curb line. [7-13 CofW Tech Stds] TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance): 2. The drawing is unclear as to the proposed changes to the existing driveway, shown on the plans as “Concrete Car Port”. If the driveway is scheduled for removal, then addition changes will be required to close the existing driveway. 3. Distinguish between proposed and existing sidewalk(s) and provide dimensions. 4. Provide sidewalk in each area where driveways are removed. 5. The driveway must be paved. TECHNICAL STANDARDS – PARKING: 6. The proposed parking lot appears to have parking spaces that are encroaching on the handicap parking space. The parking space and handicap parking space must be reconfigured to remove this conflict. 7. Parking lot must meet requirements of standard details SD 15-13 and 15-10 for parking lots under 25 stalls. Provide a continuous perimeter border and 6” gravel surface. [SD 15-11 CofW Tech Stds] 8. Provide a turning movement analysis of a Fire Engine on site. 9. As the developer has chosen to provide automobile spaces, the applicant is asked to provide bicycle parking for the project. Please add the proposed number to the site data table and graphically indicate on the plans the location of bike parking. [Sec.18-528 CofW LDC] TECHNICAL STANDARDS – Barrier Free Design: 10. The proposed parking spaces near the handicap parking space must not interfere with the location of the Handicap parking space and meeting ADA requirements. An allowance for a 3’ vehicle overhang must be considered. The area beside the handicap parking space must remain clear for pedestrian use. [Chapter VII, Detail SD 15-13 CofWTSSM] 11. The plans do not show the elevation and slope/ cross slope of the handicap ramp. Please revise the handicap ramp. GENERAL NOTES TO ADD TO THE PLAN: A. Any broken or missing sidewalk panels, driveway panels and curbing will be replaced. B. A landscaping plan indicating the location of required street trees shall be submitted to the City of Wilmington Traffic Engineering Division and Parks and Recreation Department for review and approval prior to the recording of the final plat. [SD 15-14 CofW Tech Stds] C. Contact Traffic Engineering at 341-7888 forty-eight hours prior to any excavation in the right of way. MISCELLANEOUS:  Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.  Transportation Planning Staff will review the landscape plan once submitted for compliance with sight distance requirements.  Include appropriate City of Wilmington approval stamps prior to submitting final plans.  Transportation Planning Staff reserves the right to review and comment on any additional plans submitted for this development.
