STUDIO 17 APARTMENTS [TRC Plan Review #2]
BASE INFORMATION:
• Revise sheet 2 of 11 to label all the street names for ‘Adjacent Traffic Patterns’ details. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. Contact Traffic Engineering at 341-7888 if you need assistance locating these elements.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
1. Driveways for the adjacent lots are not shown as per existing. Revise all the sheets to show driveways with the flares for adjacent lots and lots across the street.
2. The existing sidewalk to the north of the existing driveway on S 17th St is labeled as 6’ wide. Please verify the width and correct it on plan/s accordingly.
3. A movement prohibitory ‘No Right Turn’ sign should be installed instead of ‘Left Only' sign at the driveway accessing 17th St. [R3-1 MUTCD]
4. Please show the pavement markings for the direction of the flow of vehicular traffic.
TECHNICAL STANDARDS – Barrier Free Design:
5. An accessible route must be provided connecting the handicap ramps to access Building 2.[ADA Standards]
6. Show the ADA ramp for the accessible aisle. While installing, the curb ramps must not protrude into access aisle and 4' of the sidewalk must remain clear as a landing width [SD 3-07 CofWTSSM].
7. Please show Sheets A2 of 5 typical handicap sign detail also on the plan as per ADA and City standards [CofW Sign Specification].

Initial Review Note
All comments are based on adopted policy documents, specific City of Wilmington Land Development Code (CofW LDC) and City of Wilmington Technical Standards and Specifications Manual (CofWTSSM) requirements in effect at the time of this review. These have been noted after the comment as appropriate for your ease in further research.
The City Engineer may administratively approve dimensional variance requests per LDC Sec. 18-348. If the Applicant feels further interpretation is in order, please contact Transportation Planning directly to discuss in additional detail. Please apply for all administrative variances in writing, an email is acceptable or this may be included on the plan set. Please see Sec. 18-348 of the Land Development Code for the information required to process a variance request.
TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares):
1. Driveways for lots along major thoroughfares must at least 75’ offset from property lines to the curb line. A variance will be required for this driveway on S. 17th Street.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
2. Revise the driveway on S.16th Street. This site is using this driveway to access S. 16th Street, which has 2 way traffic at the S. 16th Street driveway and at the church. The minimum two-lane driveway width is 23’. The site appears to narrow this width to 16’. [7-9 CofW Tech Stds]
3. Revise the 16th Street Driveway Apron to a commercial driveway, (23’ wide plus tapers).
TECHNICAL STANDARDS – PARKING:
4. The parallel parking space and handicap ramp on the North side of the site does not have protection from vehicles traveling within the 16’ drive aisle and Alley. Please show a parking island or another type of protection on the side of the handicap ramp and parallel parking space.
5. Parallel parking spaces are a minimum 8’ wide and 23’ long. Revise the space to 23’ length.
6. Provide a turning movement analysis of a Fire Engine and Trash Truck on this site location.
7. The Site Data Table for Bicycle parking appears to be too high. UMX requires 1 bike space per unit, not 2.5 spaces per unit. Please revise the number of bicycle parking spaces.
MISCELLANEOUS:
Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.
