BASE INFORMATION:
• The site is within 500’ of a Traffic Signal. Revise all sheets to accurately illustrate the existing conditions on and surrounding this parcel. Show all adjacent traffic signs, lane configurations, traffic control devices and pavement markings for the intersection of S College Rd and Bragg Dr. Please refer to the Technical Standards and Specifications Manual (link is below) Ch. VII C.1.a.2.for specific information and distance requirements. Contact Traffic Engineering at 341-7888 if you need assistance locating these elements.
NCDOT:
It is the Applicant’s responsibility to coordinate directly with NCDOT to determine if any driveway permits/ revisions/ review processes are required. Contact NCDOT at 910. 251.2655. Please note additional comments may be forthcoming once coordination occurs.
TECHNICAL STANDARDS – DRIVEWAY ACCESS (Major Thoroughfares):
1. Driveways for lots along major thoroughfares must at least 75’ offset from property lines to the curb line. [Chap VII (C) (2) (c) (2) of CofW Tech Stds]. The site does not meet this condition. A variance may be required.
TECHNICAL STANDARDS – ACCESS (driveway, sidewalk, and sight distance):
2. Show driveways for adjacent lots and lots across the street.
3. Dimension driveway tapers. [Sec.18-529 CofW LDC]
4. Show all adjacent traffic signs and pavement markings on the plan. [Sec. 18-529(b)(2) CofW LDC]
5. Show and apply the City’s 20’x70’ sight distance triangle at the driveway on the site plan and landscape plan [Sec.18-529(c) (3) CofW LDC].
TECHNICAL STANDARDS – PARKING:
6. The minimum radius is 25’ for any portion of a parking lot adjacent to a travel way (i.e. islands at the end of a parking bay) for parking that is open to the public. If the travel way will not be used for emergency service vehicles or truck traffic, you may request a tighter radius, the minimum is 15’. 7. Provide a turning movement analysis of a dumpster and a fire vehicle.
TECHNICAL STANDARDS – Barrier Free Design:
8. The sidewalk proposed adjacent to angled parking spaces and north of the car wash building, does not meet ADA requirements. An allowance for a 3’ vehicle overhang must be considered. 4' of the sidewalk must remain clear for pedestrian use. [Chapter VII, Detail SD 15-13 CofWTSSM]
9. Provide wheel stops for parking spaces angled to proposed car wash building to allow for car overhang and pedestrian use. [Chapter VII, Detail SD 15-13 CofWTSSM]
10. The ADA ramp shown as `G’ on the site plan is not as per City’s detail SD3-07. Please amend.

Permitting of business identification signage is a separate process. NCDOT/ City of Wilmington will not allow obstructions within the right of way.

Please address the following:
Entrance width is 14' and then looks like it necks down to 11-12'. It would be hard for an emergency vehicle to maneuver in the case of an emergency. I would also like to suggest installing a hydrant at the entrance. Please add the type of Building Construction according to the International Building Code to the plans.
Please add a section for Fire and Life Safety Notes, and add the following notes:
- Contractor shall maintain an all-weather access for emergency vehicles at all times during construction
- New hydrants must be brought into service prior to combustible materials delivered to the job site
- Landscaping or parking cannot block or impede the FDC or fire hydrants. A 3-foot clear space shall be maintained around the circumference of the hydrant and FDC
- Additional fire protection and accessibility requirements may be required due to any special circumstances concerning the project.

1. Show proposed driveway centerline elevations at both the front and the back of each concrete driveway apron, at the curb line, property line & points at 26’ and 52’ behind the property line. [Chapter VII, C(1)(a)(2)12 CofWTSSM]
2. Please show the Future College Road Trail and College Rd drainage ditch on the site plans.
3. The site plans appear to be removing trees in areas that are not dedicated for significant site improvements. Please show the tree survey imposed on the site plan.
4. The proposed internal curb radius shows R11’ radius points. Increase the radius to support SUV and Large Pick-up truck usage on the site. If Auto Turns movements show a smaller radius will work with these vehicles, a smaller radius can be used.
5. Please provide an auto turns movements for Fire Engines, Trash Trucks and Rescue Vehicles on the site. Fire engines will be required to reach the FDC for the building.
6. The proposed 14’ drive aisles will not support Fire and Rescue Vehicle access on the site. Please increase the drive aisles to a minimum of 16’.
TECHNICAL STANDARDS – PARKING:
7. All off street parking areas shall be arranged so that ingress and egress is by forward motion of vehicles. [Sec.18-526 CofW LDC] Please ensure the Trash Truck can reach the dumpster and enter and exit onto College Road in the forward direction. No vehicle backing into the ROW or street will be allowed.
8. Provide bicycle parking in accordance with Section 18-528 of the City of Wilmington Land development Code. Add the number required and proposed to the site development data, and show the bicycle parking on the site and landscape plans. [Sec.18-528 CofW LDC]
TECHNICAL STANDARDS – Barrier Free Design:
9. Please show location of handicap ramp(s) and signs and provide details on the plan.
10. The site details show a bollard and handicap sign inside the Handicap Accessible parking space. These bollards hinder vehicles from parking within the space and bollards are not allowed to function as wheel stops. Please relocate the sign and bollard from within the parking space.
11. Note/label the plan with spot elevations that clearly indicate the accessible route from the HC space(s) to the building. [Sec. 18-529(b)(2) CofW LDC]
