· Site Plan Content (Sec. 18-60):

o Show dimensions of parking spaces (specs req. min of 8.5x18)
o Show details of curb or wheel stops ( code req. min of 7’ height and 6” width)
o Add bicycle parking to site plan, shown on sheet L131
o It appears you are proposing an off-site improvement (heavy duty sidewalk and grass pavers for emergency access across property lines (Jaytees Property). Please provide a POA document that indicates permission to make proposed improvements.
o Clarification- lot coverage pertains only to the building, it does not take into account proposed impervious surfaces. No Exceptional Design submittal is warranted.
o What is the status of the 6 ft. chain link fence shown on sheet CD101?
o Existing wetland boundary is identified on adjacent parcel. Please provide wetland determination for the subject site and also provide species of adjacent identified wetlands to verify setback compliance with Sec. 18-341.
o Add comment regarding site lighting-All outdoor lighting is installed so as not to shine or reflect directly onto surrounding properties.
o If roll away carts are adjacent to residential zoning they are required to be shielded from view of the adjacent residential district by a 100% opaque solid wall (depends on zoning line of Fulton Station site).
· Landscape Plans (Sec. 18-462)
§ Add data table with species, number, CRZ and regulated or significant trees to be removed. Also identify mitigation req. where warranted.
§ Add data table to include preserved/relocated trees-quantity, species, size and credit.
§ Fulton Station Parcel (PID R06600-001-034-000) is split zoned CB & R-15, with majority being zoned R-15, req. min. 20 ft. buffer
§ Please explain dry landscape pond location within the proposed building footprint on sheet L131.
§ Add hardscape and sidewalk on to the Landscape Sheet, L161.
o Interior Parking Lot Landscaping:
§ Revise data table: requirement is a minimum of 20% canopy and the zoning is R-15.
§ Please specify proposed species of canopy trees (large or small to ensure compliance with Sec. 18-481.
§ Add dimensions of all parking islands (minimum requirement is 12x18/ equivalent square footage for a single island).
§ Identify contents of proposed parking islands (a minimum of one tree and ground cover or shrubbery is required per island. Species must be from the approved plantings list).
§ Curb details/ wheel stops of all interior plantings.
o Perimeter Landscaping:
§ The ten foot landscaping yard is shown along the northern and eastern lot lines. Please add details of the plantings that will meet the minimum requirements (1 tree required every 18-27 ft., Sec. 18-482)
o Add calculations for bufferyard to ensure compliance.
§ Southern property line also req. min. 20 ft. buffer-some buffers are referenced on subsequent pages but not on site plan, please clean up to show consistent buffers on all sheets.
§ Show zoning line of Fulton Station adjacent property-may require screening the roll away trash carts and any HVAC units, including roof-mounted units, with a 100% opaque solid wall.
o A tree preservation/removal permit is required.
o All proposed plantings must be from the approved list, identified in the Technical Standards & Specifications Manual.
o Identify trees greater than 8”DBH within the required buffers and of all natural vegetation to be used as part of the buffer.
Please address the following
- Show all FDC locations on final plan.
- FDC must be on the front of the building unless otherwise approved.
The following notes must be on the plans in a section labeled Fire and Life Safety Notes
- Type of Construction of Building according to the International Building Code must be present on the plans.
- Contractor shall maintain an all-weather access for emergency vehicles at all times during construction
- New hydrants must be brought into service prior to combustible materials delivered to the job site
- Hydrant must be within 150' of the FDC (measured as the truck drives for practical use)
- FDC must be within 40' of fire apparatus placement
- Landscaping or parking cannot block or impede the FDC or fire hydrants. A 3-foot clear space shall be maintained around the circumference of the hydrant and FDC
- In addition to the standard comments, additional fire protection and accessibility requirements may be required due to any special circumstances concerning the project.
- Private Underground Fire Lines require a separate underground fire line permit from the Wilmington Fire and Life Safety Division 910-343-0696
- All isolation valves within the “Hot Box” shall be electrically supervised. Please work closely with your fire sprinkler and alarm installer in regards to running wire for tamper switch.
